City proposes plan to get more affordable rental housing built in Mississauga

The plan recommends financial incentives for developers and homeowners who want to build affordable rental housing citywide.

The City is working on a plan to encourage the construction of more affordable rental housing in Mississauga. If approved, the plan will offer grants and financial incentives for a variety of rental units – from larger-scale apartment buildings to additional residential units like garden suites and basement apartments. The need for affordable housing is an important issue, affecting one in three households in Mississauga. For renters, housing affordability is especially challenging.

Creating more affordable rental units is an important part of Mississauga’s Action Plan for New Housing. Encouraging purpose-built rental housing is important because:

  • Rental properties are more attainable for those who are new to the housing market or who have moderate incomes.
  • Properties that are built specifically for the rental market provide more security for tenants over the long term (as they are more likely to remain rental stock).
  • Increasing rental housing supply is important but the City needs a variety of housing types to meet the needs of our diverse community.

Public Meeting

The City is holding a public meeting at Planning and Development Committee, to give an overview of our proposed Affordable Rental Housing Community Improvement Plan (CIP) and take feedback. A CIP is a tool under the Ontario Planning Act that allows the City to provide incentives such as grants and loans to help encourage development.

The CIP will be funded, in part, through funds received from the federal Housing Accelerator Fund. In December 2023, the Government of Canada and the City of Mississauga announced a $112.9 million agreement under the fund to help deliver more homes and improve affordability.

This action plan identifies steps the City is taking to get more homes built, streamline building approvals and make homes more affordable. Planning and Development Committee Notice: OPA 24-4 W1 – 70 Mississauga Road South

Councillor Dasko would like you to be informed of a proposed Official Plan Amendment in your neighbourhood.

The applicant is proposing to change the applicable policies in the Port Credit Local Area Plan Special Site to permit a maximum building height of 35 storeys and an additional 898 dwelling units totally 3893 dwelling units over the entire site.  Current Special Site policies permit up to a maximum building height of 29 storeys and a total of 2995 dwelling units.

This Official Plan Amendment application requires a public meeting that has yet to be scheduled.  The City will provide further notice once the required public meeting is scheduled.  The public meeting notice will include further details on how to participate.

CONSTRUCTION NOTICE: Upcoming construction – Watermain inspection, East Avenue/Lakeshore Road to Britannia/Tomken Road

East Avenue/Lakeshore Road to Britannia/Tomken Road

Peel Region owns and operates important infrastructure, called “feedermains” which are responsible for carrying water throughout Peel and are considered the backbone of the water system. Proper management of this critical infrastructure is essential to the reliable delivery of water services to residents and businesses.

The existing, older Hanlan Feedermain is one of the largest feedermains in the water system and is comprised of 2100-millimetre and 1800-millimetre concrete cylinder pipes. It spans approximately 13.5 kilometres, from a water treatment plants at East Avenue and Lakeshore Road to a pumping station and reservoir facility at Britannia Road and Tomken Road. Given the feedermains age, between 29 and 45 years, and its significance in the water distribution system, Peel has prioritized it for detailed inspection, assessment and rehabilitation.

Construction
The construction activities for this project may include removing water and inspecting the watermain as well as upgrading valve chambers, installing new chambers and bringing the watermain back in service once the work is complete. Based on the findings of the internal inspection, some sections of the feedermain may need to be rehabilitated, which would be done by open cut construction resulting in local area lane interruptions.

Schedule
Due to the significant project scope, it will take three years to complete – from Spring 2024 to Spring 2027.

Building green to advance City’s climate change goals

On April 17, Mississauga Council approved the City’s updated  Green Development Standards (GDS). The GDS updates include mandatory and voluntary metrics for developers to consider when designing new residential and non-residential developments, to lower greenhouse gas emissions (GHGs) and ensure new developments are more resilient, energy-efficient and sustainable. The GDS, initially developed in 2012, have been updated to include energy and resilience considerations and will help the City achieve the goals of the Climate Change Action Plan and become a net-zero community.

“Buildings in Mississauga are responsible for around 50 per cent of greenhouse gas emissions from our City. However, these emissions can be greatly reduced through better building and site design, and through the updated GDS in our Site Plan process,” said Acting Mayor Matt Mahoney. “Greener buildings not only help us tackle climate change, they also save everyone, from owners to renters, more money through energy efficiency. Our updated Green Development Standards provide clear direction to the development industry on how to design buildings that will help us achieve the objectives set out in our Climate Change Action Plan. We want to work closely with the building industry to achieve our shared goal of a greener Mississauga.”

The City conducted extensive consultation on the draft mandatory and voluntary metrics with residents, industry representatives and the development industry as part of the Green Developments Standards update. Staff also reviewed best practices from other Ontario municipalities to ensure the updated GDS aligned – an important factor for the development industry.

“Our updated GDS will help the local building industry cut down on harmful emissions and better prepare for climate change impacts, ensuring that new buildings under site plan control are better for everyone – nature, people, and our local economy,” said Andrew Whittemore, Commissioner, Planning and Building. “Mississauga is doing what we can, within our jurisdiction, to tackle climate change through better building design and operation. Small changes can make a big difference in reducing GHGs and energy use.”

Updated GDS

The updated GDS establishes a tiered structure that includes both mandatory and voluntary developer requirements. The requirements are divided into three tiers: tier one, which contains mandatory requirements, and tiers two and three, which include voluntary and higher performance standards. Over time, the initial voluntary tiers (tiers two and three) will become mandatory to achieve the goal of new near net-zero developments by 2030.

The updated GDS will take effect on March 1, 2025.

Incentives for builders

In alignment with other municipalities, the City of Mississauga will conduct a feasibility study to determine appropriate incentives, which may include financial incentives, to increase uptake of the tier two and tier three voluntary metrics and higher performance standards by the building industry.

Dundas Flood Mitigation Project

WHAT?

  • The lands south of Little Etobicoke Creek
    surrounding Dixie Road, referred to as “Dixie-
    Dundas” for this project, are subject to flooding as
    a result of spilling from the creek during high flow
    conditions. This urban area consists of a variety of
    commercial, industrial, residential, and park land
    uses.
  • The study area of this Schedule ‘C’ Municipal Class
    Environmental Assessment (EA) has been broken up
    into the “Dixie Area” and the “Dundas Area” for
    identifying flood mitigation solutions.

WHERE?

WHY?

  • The City of Mississauga has an interest to protect
    flood-vulnerable residences and businesses as well as
    to intensify Dixie-Dundas area to fulfill the vision of
    growth expressed in the Dundas Connects Master Plan.

HOW?

In consultation with the public and agencies, the alternative solutions for both the “Dixie Area” and the “Dundas Area” have been evaluated to identify preferred design concepts for each.

“Dundas Area” preferred design:

  • Floodplain widening
  • 25 m – channel crossing bridge at Dundas Street
  • Sanitary sewer relocation
  • Floodproofing earthen berm at 1607 Dundas Street

“Dixie Area” preferred design:

  • Floodplain widening with lowered creek invert
  • 50 m – channel crossing bridge at Dixie Road
  • Sanitary sewer relocations

On March 18, 2024 staff presented the proposed Mississauga Official Plan 2051 to the City’s Planning and Development Committee. A report and recording of the presentation are available here. As per Committee direction, the final plan will be brought forward for adoption early Fall 2024.
