Changes coming to parking penalties in Mississauga

The City of Mississauga is introducing changes to how penalty notices are issued and extending the time to pay or dispute a fine.

On June 24, City Council approved changes to the Administrative Penalty By-law 0282-2013. The report included recommendations from City staff to introduce mailed penalty notices, a ticket issued when a vehicle is parked illegally and extend the timelines to pay a parking ticket and request a review. This is part of the City’s ongoing efforts to modernize parking enforcement, improve compliance with parking regulations and enhance service delivery efficiency. These changes are meant to make parking enforcement safer, more efficient and fairer for vehicle owners, while giving people more time to receive, review and respond to a penalty notice. Parking rules and fine amounts are not changing as part of these updates.

What is changing for drivers

New Licence Plate Recognition technology

To improve safety and enhance how the City delivers services, the City’s Parking Services will start using Licence Plate Recognition (LPR) technology to automatically photograph licence plate information from illegally parked vehicles. This new process supports Parking Enforcement Officers in places where issuing a physical penalty notice on a vehicle may not be effective, such as school zones and time-limited parking zones. This technology will be deployed in school zones this year and will expand to other areas starting next year.

The LPR cameras will scan the licence plate and the penalty notice will be mailed directly to the vehicle’s registered owner. The address used will be the one registered with the Ministry of Transportation. If you receive a mailed penalty notice, review the instructions and pay or request a review within 30 days.

Extended timeline to pay or dispute a penalty notice

To address public concerns about the timeline to pay a penalty notice or request a review by a Screening Officer, City staff proposed extending the timeline from 15 days to 30 days. This change gives vehicle owners more time to review and respond to a ticket.

These changes will take effect in October 2026.

Mississauga pilots PayByPhone to make paying for parking easier

PayByPhone, a parking solution that allows drivers to pay for parking using their phone, will be piloted in Streetsville in all municipal paid parking areas starting on Tuesday, July 7.

The City is piloting PayByPhone, a new parking payment solution, where drivers can pay for parking using their phone at municipal parking facilities. The pilot will take place in municipal paid parking areas in Streetsville starting on Tuesday, July 7. After successfully implementing PayByPhone in Streetsville, the City will roll out PayByPhone to other municipal paid parking areas in Mississauga including Clarkson, Cooksville, Downtown and Port Credit.

PayByPhone can be used through a mobile phone app, making a phone call or visiting a website. In addition to the existing payment options to pay at the paid parking machines using coins and credit cards, this option gives residents and visitors a more convenient way to pay for parking. PayByPhone is completely cashless, sends reminders when the parking session is about to expire and lets drivers extend their parking time from anywhere.

How to use PayByPhone

  1. Access PayByPhone
    1. Download the PayByPhone app from Google Play or the App Store on your mobile device
    2. Visit paybyphone.com
    3. Call 888-680-7275
  2. Provide your phone number, email address, credit card number and licence plate number.
  3. Enter the Zone ID (6-digit number) which will be displayed at the parking location. Please note, parking purchased in a selected zone is valid for that zone only and is not transferable to other zones.
  4. Choose how long you plan to park for and then confirm your selection.
  5. Extend your parking session anytime. If you need to extend your parking session, you can add more time from the app without having to rush back to your car.

Enforcement Officers will be able to verify the status of active parking sessions in real time on their handheld devices.

Reminder, QR codes are not a legitimate method of payment for parking at the City of Mississauga. The only way to pay for parking is through the parking machines or by using the PayByPhone app if you’re parking in Streetsville.

City warns about fraudulent QR codes on parking machines

On April 22, the City became aware of fraudulent QR code stickers placed on some parking Pay and Display machines in Downtown Mississauga. These unauthorized QR codes redirect users to third‑party payment websites that are not affiliated with the City and can put personal and financial information at risk.

City staff responded immediately and removed approximately 80 fraudulent stickers within an hour of discovery. Teams were deployed to inspect parking machines across the city, and staff continue to actively monitor equipment to prevent further incidents.

Residents are reminded that the City does not use QR codes to collect parking payments in Mississauga.

Payment instructions are displayed on parking machines, and payment is accepted using coins or major credit cards. Anyone who sees a suspicious QR code on a parking machines is encouraged not to scan it and to report it by calling 311.
